Abstract

   One of the main challenges of public universities today  is to contribute significantly to building a knowledgebased  society that effectively and fairly addresses the  great problems of nations and the region, which should  be done by through the integration of its substantive  functions (Teaching, research and Extension), within  the framework of its autonomy, through an effective  relationship with the different sectors of society and  the State. 

 Public Universities continue to be prestigious  institutions for society, and to preserve and strengthen  it requires a new vision, which combines quality with  relevance, in order to meet the expectations of the  society in which they operate and to which they owe.

 The public universities of Central America must fulfill,  not only with the role of producing, conserving,  transmitting and transferring knowledge, but also  serving as a great forum for debate for the great  national problems, being the consultants of the nation,  of the province and of the municipalities, as well as the  field in which the conveniences, the advantages, the  advisable and the not advisable can be discussed for  the adequate decision making in a participatory way,  privileging the dialogue of knowledge and working in  an integrated way with the community.
