Prioritization of the education sector strategic plan 2018-2030, based on a cognitive mapping and the analytical networks process

Abstract

In Honduras, an instrument called the Education Sector Strategic Plan for the period 2018-2030 has been created, with the support of the World Alliance for Education, the Dakar Forum, and the UNESCO International Institute for Planning. Although this instrument addresses promising areas such as access to the educational system, the assurance of relevant learning, and the decentralization of this system, its implementation faces great challenges at the managerial level. For this reason, a methodological proposal has been designed to facilitate the process for officials of the National Council of Education, under a mixed methodological approach, which consists of a cognitive mapping and a multicriteria decision analysis technique, called the Analytical Network Process. The result has been the prioritization of all strategic areas, which have revealed the best course of action for its development. However, due to its broad scope, in this study, it has been emphasized only on the components that constitute Strategic Area 1. Among other aspects of the methodology, the participatory dynamics that have been used with officials stands out, since it has allowed their empowerment as the group in charge of the inter-institutional coordination.
